When turmoil prevails and the screams of the exploited become lifeless, a savior is born to eradicate the tyrants and put an end to their depraved activities. Suraj Bhan (played by Mukesh Rishi) is the name of one such tyrant and Shantinagar is the base of his prohibited activities. D.C.P. Shrivastav (played by Mohan Joshi) and Inspector Thapar (played by Shiva) are with him. Krishna (played by Sunil Shetty) is a victim of Suraj Bhan horror and has returned from jail after serving an imprisonment. He learns of Suraj Bhan revived reign of terror and the growth of his illegal practices. How Krishna frees Shantinagar from the claws of Surajbhan, forms the core of the film.
